advice chancellor may dilute carbon ambitious in the UK

George Osborne, pledged that Britain will not take the rest of Europe in their efforts to reduce carbon emissions, raising the possibility that the country's carbon targets could be diluted if the EU not agree more ambitious targets for reducing emissions.
